The City of Waynesboro built this library, the second and one of only two libraries that were built in the state with a grant from the Carnegie Foundation. Staunton architect Collins specified to the library board that the building's foundation would be of granolithic (a kind of concrete) and the walls a “dark red sand faced common brick laid in light gray mortar” and that all exterior trimmings would bear the names of literary worthies and be of cast stone. A projecting pedimented central bay highlights the main entrance with a bracket-supported cornice above the door. Many of the original interior features of the main level remain, including the semicircular circulation desk and an intricate railing on the second level. The building now serves as the library for Fishburne Military School.
