This large apartment complex indicates Parkersburg's “big city” aspirations at the start of the twentieth century. The three-story, orangebrick bulk is broken into two- and three-bay units, emphasized by a rhythmic up-and-down pattern in the solid parapet. Bowed iron balconies offer further visual relief, and the name and date are cast in stone atop the angular bays that define the corners. In their heyday, the apartments (built by entrepreneur Thomas C. Savage) served as “starter housing” for a number of Parkersburg's business and professional leaders.
