John Perry had worked for Jefferson at Monticello and the university. He built—and no doubt designed—Frascati for Philip Pendelton Barbour, a Speaker of the U.S. House of Representatives, U.S. Supreme Court justice, and brother of James Barbour, whose Barboursville lies only four miles away as the crow flies. Visible from the road are the monumental pedimented Tuscan portico and the blocky, more conventional house. The grounds contain an impressive array of outbuildings.
