Built after the 1886 consolidation of Pueblo, Central Pueblo and South Pueblo, City Hall's original building occupies the west half of a block facing Union Avenue. Exterior brick is trimmed with terracotta, which is used in a prominent second-floor cornice, thus diminishing the third level. Pilasters divide fenestration bays on the lower levels in this modest exercise in Neoclassicism. Memorial Hall, a 1919 addition, echoes the scale and rhythm of City Hall, including the cornice, but is much more decorative. Entirely sheathed in creamy terracotta, it features a slender cupola and engaged columns with Ionic capitals and decorative spandrels between the first- and second-level windows. President Woodrow Wilson made his last public address here in 1920.
