Motorists on I-25 and the 6th Avenue freeway may slow down to gawk at this Neo–Art Deco daydream, which designer Paul Todd says is “in the spirit of the 1930s Works Progress Administration.” The eight-story, precast concrete concoction has step-backed elevations, 1,100 concrete panels set in slightly indented and projecting patterns, and a barrel roof. In front, on the old 3rd Avenue Bridge (1924), is a colossal water sculpture, Bridge of Recycling Fountains (1993, Laura J. Audrey), consisting of two rows of twenty-nine stainless steel columns on a bridge over the South Platte River.
