Portions of the early-nineteenth-century one-story county clerk's office are engulfed in this three-story brick office building constructed c. 1900 for lawyer Archer A. Phlegar, who also served as a state senator. The building has two entrances, each flanked by windows, and the upper stories have only three bays each. The building's most striking feature is its two-story Eastlake porch spanning the facade. The building now houses county offices.
