Towanda's borough hall is one of many emulations of Independence Hall. The small stonetrimmed red brick building imitated the national landmark in both form and detail, from its decked-gable roof to its squat tower's Palladian window, oculus, pediment, and cupola. Among the significant simplifications to the hall are the elimination of the roof's balustrade and small urns at the tower's corners. Initially the cupola's bell, salvaged from the 1849 courthouse, functioned as the police call. The architect was a borough resident and former councilman. Funds from the New Deal's early Public Works Administration defrayed construction costs.
