The last Neoclassical civic building constructed in downtown Colorado Springs is a massive, square temple of blond brick with limestone trim with pilasters and a colossal, nonfunctional Ionic portico at the second-floor level above the canopied entrances. The unadorned roofline, minimal decoration and fenestration, and rounded corners anticipate Modernism. Architect Charles S. Thomas, as mayor of Colorado Springs, initiated plans for this 3,000-seat facility.
