With its red tile mansard roof and buff-colored brick with false stone trim, this large two-story Postmodern building echoes the square's earlier buildings in a simplified form. Its Market Street facade has arcading behind what was initially bench seating, but which has been converted to planters. The two-story recessed corner entrance links the facade to blind arcades on the long Liberty Street side of the building. A second-story skyway connects the building to the jail on Liberty Street with which it coordinates in material and design elements.
