This funny little Romanesque Revival structure, formerly a bank, seems to be staring with a wildeyed countenance at the courthouse across the street. The anthropomorphic effect derives from corner roundels flanked by tourelles, capped with corbeled brick pediments, or eyebrows. The rest of the face is tame: brick piers support a metal entablature above a first-floor commercial facade. Until a new city hall was built across the street, this structure, designed by a Wheeling architect, served in that capacity.
