As Gerhardt Kallmann once quipped, “When we lose the commission, we get the garage.” This dramatic and colossal precast-concrete structure, its piers and beams clearly visible, set a precedent for downtown monumental parking garages. Its stepped back forms show a relationship to nearby City Hall. In 1990, Hresko Associates added two office stories to cap the garage, their articulation maintaining the toughness of the structure, a brick elevator tower, and ground-level commercial spaces.
