Constructed as the headquarters of the RoysterGuano Fertilizer Company and now home to the Norfolk Redevelopment and Housing Authority, this building, at thirteen stories, was once Norfolk's tallest. The neoclassical design is divided into three parts: a limestone base articulated by Roman Doric pilasters and engaged columns, a brick shaft that is largely plain, and a bilevel attic elaborately decorated in terra-cotta with projecting consoles below lions'-head bosses. The cornice has recently been restored.
