Behind an altogether undistinguished facade, this wonderful civic amenity features a broad passageway flanked by shops on two levels. It is a particularly ebullient example of a nearly vanished downtown American building type, and the sole example remaining in West Virgina. Colorful terra-cotta panels with griffins and rinceau ornament highlight the arcaded firstfloor level, and Tudor shields march above broad rectangular openings on the second floor. An expansive segmental-arched skylight supported on latticed iron girders provides ample light.
