This charming building is an eclectic mix of Richardsonian Romanesque arches, Second Empire mansard-roofed pavilions, and classical detailing. A square overscaled clock tower anchors the northeast corner. The building has not housed the city hall since 1965 and is currently used as office space. A graphic depiction of the building now serves as the city's logo since its restoration. Enoch A. Curtis (1831–1907) from Fredonia, New York, also designed Christ Episcopal Church in Oil City, Venango County (
VE14).

Adjacent, at 54 Boylston Street, the three-story, red brick Medical Plaza building (c. 1890; 1904 addition) has sandstone quoins, a bracketed and rosette-lined cornice, and lintels with keystones.
