In the central pavilion of this three-story building on a raised basement the architects provided a screen of Ionic columns and pilasters. The verticality of the columns and piers was carried up to the parapet through pairs of bold consoles. Though Beaux-Arts in design, the building's sandstone and brick walls tie it into the Richardsonian Romanesque of the late nineteenth century.
