The VDOT building lords it over East Broad Street and contributes to making this district of state government and other institutional buildings as dignified and impressive as any in the city. The four-story building, set on a raised base, melds classicism and modernism with moderate success. On the front facade, each of the eighteen three-story stone piers is topped by a stylized Composite capital. They support an entablature whose frieze is emblazoned: “Dedicated to the comfort and safety of those who travel the highways of the Commonwealth of Virginia.” A slightly recessed attic, with large, carved eagles serving as sentries at the east and west ends, provides another office level.
