In the second phase of Port Arthur's development, Lakeshore Drive was replaced with a series of two-block-long private streets, entered from Procter Street and dead-ending into the canal embankment. The most architecturally notable of these streets is Eddingston Court, bracketed by pairs of brick-faced Tudor-style apartment buildings designed by a Houston architect-builder. The street divides around a median containing a sunken garden and grotto. The high points of Eddingston Court are the entrance gate piers and screen walls on Procter Street, faced with a cornucopia of conch shells and executed by Mexican concrete sculptor Dionicio Rodríguez of San Antonio.
