Designed at the most virulently anti-Beaux-Arts moment of the modern movement, the planners avoided the civic lessons of Rockefeller Center's brilliantly framed and composed urban space to produce an asymmetrical and uninspiring cluster of buildings, many by Vincent Kling, in a setting of plazas designed by Kling and others that were expected to become the new civic space.
