This office for the expanding city bureaucracy won the AIA's gold medal in 1965. Its Greek cross plan with stubby wings around a central core was intended to reduce its visual mass while providing multiple corner offices for self-indulgent city functionaries. The light gray granite skin and projecting window frames link it to the civic group of City Hall (
PH49) and the Masonic Temple (
PH50) across Broad Street.
