This three-story edifice has storefronts in three bays on the first floor, with a central recessed entrance. Above tall, double-hung upper-story windows is an opulent bracketed metal cornice. Flush stone bands at lintel levels add horizontal emphasis, and the lintels are carved with a curvilinear motif. Herman M. Webster built this to house his prospering dry goods business on the ground floor and family living quarters and hotel accommodations above.
