The two-story, red brick building is a modern, urban building type: an apartment (“flats”) building with a central hall. A two-story porch upheld by four monumental Tuscan columns fronts the red brick structure, with a second-floor balcony behind the columns. A stepped parapet indicates the simple roof sloping to the rear. Although currently in a commercial area at the east edge of downtown, the Flats originally marked the transition to the east-side residential district, along with the several churches along S. Oakes Street to its north.
