The clapboard front and vertical plank sides of St. Elmo's town hall (c. 1885) and jail (c. 1881) are covered by a tin gable roof with a square, open bell tower. Storefront windows and a transomed double door allow light into the otherwise windowless shack. The jail, attached to the town hall via a heavy wooden door, still has a tiny exercise area and two windowless wooden cells with a ball and chain.
