The centerpiece of the Carlyle development is this ten-story postmodern courthouse recalling 1930s skyscrapers with Public Works Administration–inspired Colonial Revival detailing. Varied setbacks lend interest to the overall form. The detailing is rather bland, except for the 12-foot-tall statue Justice Delayed, Justice Denied, by Raymond Kaskey, atop the entrance, and the bas-relief frieze immediately below depicting the race between the tortoise and the hare. The two-story entrance space is impressive, and a park opens to the rear.
