This four-story building housing the public utilities and city hall was built as the Citizens Light, Power and Water Company Building in 1925–1926. Designed by Seattle architect J. R. Nevins, the flat-roofed building is divided by continuous piers into eight bays on the upper stories. The fourth story was a later addition, and the first story has been altered with a glass block storefront.
