Liberty's multipurpose cultural center contains the municipal library, a history gallery, and the 150-seat Humphreys-Burson Theater. To meet budget limitations, Jenkins exposed the building's reinforced-concrete structural frame and steel space-frame roof structure, and faced the walls with concrete block. Towers containing service and mechanical spaces frame the street and garden entrances to the low-ceilinged lobby. Sloped skylights, visible from Sam Houston Avenue, bring natural light into the double-height library. The cultural center was constructed by the Humphreys Foundation of Liberty, which was endowed by Geraldine Davis Humphreys, a major contributor to the construction of Frank Lloyd Wright's Dallas Theater Center.
