This red brick building has a red tile roof above a deep overhang supported by brackets. A brick belt course divides the floors with thermal windows on the first floor and rectilinear three-part windows with transoms on the second. Here presided welfare superintendent Miss Hattie Hylton, who taught workers how to care for their homes and other needs. Medical care, nursing, and a day nursery for children all came from the company. The diminutive log playhouse beside the Welfare Building (c. 1935) was for the nursery children.
