Although Cass Gilbert's three-unit capitol was intended to serve all of the state's governmental needs far into the future, by 1939 it had already proved inadequate, and plans were made to erect a state office building nearby. Exigencies of World War II put the project on hold, and construction was not begun until a decade later. In more recent times, additional buildings have been constructed in the complex, and a number of memorials now dot the grounds. Several streets have been closed to provide sites for the new buildings and monuments, and the Executive Mansion and Holly Grove also have been incorporated into the complex.
