This buff-colored brick and concrete structure is on a sloping site with a full story above the ground floor that is expressed only at the front. Crowning the building, a wide, flat, concrete cornice is supported by double brick pillars between recessed walls. The upper-floor offices, those frequented most by the public, have glass interior walls to assist in locating the different departments.
