This one-story brick Georgian Revival library—like that in Towanda (
BR14)—was a gift of Frank R. Welles in memory of his grandparents, who figured prominently in the town's early history. As at Towanda, Welles appointed his brother, Charles, to supervise construction. Albert H. Kipp offered the town two designs. The town declined the columned porch version, choosing instead his Federal variant, with a broad entrance with fanlight and sidelights.
