These two-story brick offices with central chimneys lie north of the courthouse. The three-bay brick, gable-roofed structure at the east end is the oldest section; nine bays were attached to it at the west c. 1875. Paired brackets and a full-width porch supported on columns unify the facade. The westernmost nine bays have second-story doors opening to a balcony. Shutters and a central entrance distinguish the eastern end of the structure from the remaining nine bays. The building faces the courthouse across a public lawn adjacent to a Civil War monument and the Trinity Lutheran Church (1871; 106 W. Penn Street).
