The first high-rise building constructed by the Commonwealth of Virginia, this began the process of closing off vistas of the capitol. The Renaissance Revival skyscraper has two major facades, one facing the financial district and the other Capitol Square. On Capitol Square the building is U-shaped and blocks the view of the southeast corner of the square. The major entrance to the building, facing the square, consists of an Ionic portico topped by a notable sculptural group.
