The monumental connection between Wilkes-Barre and its suburban dependency, Kingston, was designed by the firm of Carrère and Hastings with the same refined Beaux-Arts classicism as their New York City Public Library. Its twelve-arch reinforced concrete and granite structure incorporates two pylons topped by giant limestone eagles at each approach. Part of a river-straddling City Beautiful ensemble that includes the Luzerne County Courthouse (
LU15), the 109th Field Artillery Armory (1923, Thomas H. Atherton) at 280 W. Market Street, and F. M. Kirby Park (1922, Olmsted Brothers; 1973 remodeled, Bohlin and Powell) on the west side of the river, it was the last element of the group plan to be realized before the Great Depression set in.
