2007–2013, Martin Riley Associates. Flanking Pennsylvania Ave. between E. Gwinnett St. and Elgin St.

Savannah Gardens continues the collaboration of Mercy Housing Southeast (see 11.7), the City of Savannah, and the Community Housing Service Agency. Set on a forty-four-acre site previously occupied by temporary defense housing, this design retains that development’s innovative sweeping arcs and adds

some traditional City Beautiful-inspired design features, with a central park and formal axis more typical of late-twentieth-century New Urbanism and lined by historicist three-story apartment blocks in a variety of colors and materials. Outside the area defined by E. and W. Crescent drives, rows of single-family houses follow the lines of traditional bungalows.
