The square, five-story brick-clad building is rotated on the city block, leaving triangular plazas with brick paving or landscaping at each street corner. Each side of the building consists of four bays formed of wide, deep, brick-clad piers, with solid brick corner bays forming reentrant tower-like corners. The windows within the bays are set back, deeply at the ground floor and stepping out as the building rises, in an inverted manner reminiscent of the city hall (1968) in Boston. The central atrium is covered with a nine-unit skylight grid.
