Unique in Texas, the three-block-long, 5.2-acre green space along the northern edge of the Arts District was built over the depressed freeway, linking downtown with the newly revitalized neighborhoods to the north. With a performance stage, restaurant, fountains, gravel promenades, and games areas, the park attracts visitors and nearby residents. The project was funded by a public-private partnership consisting of Dallas bonds, state and federal highway funds, private donations, and federal stimulus funds. The management of the park and programming of activities is controlled by the private Woodall Rodgers Park Foundation rather than the city’s parks department. The park is named for the son of energy executive Kelcy Warren, who gave the largest donation to the park.
