The ten-story, L-shaped International Style memorial building faced with white marble was the first structure built on the land cleared for the Civic Center. Above words that convey the building's original purpose, the narrow northwest wall displays a thirty-foot “Victory Eagle” sculpture carved in high relief by Detroit area sculptor Marshall M. Fredericks (1908–1998). Characteristic of the style, the walls and glass surfaces are on the same plane, and the roof is flat. The building holds meeting rooms, lounges, offices, and a ballroom and kitchen.
