This building is a testament to the architectural patronage of Maggie Walker, Grand Secretary of the humanitarian society known as the Independent Order of St. Luke. The building began as a three-story assembly hall for the local St. Luke chapters. The building served as the impetus for relocating the national headquarters to Richmond in 1903. Russell added an additional bay and fourth floor to the building. The building housed assembly rooms, print shop, and offices for the order.
