Imagine a modest version of Neuschwanstein, mad King Ludwig's fantasy castle in Bavaria, perhaps as Frank Furness, Philadelphia's innovative late-nineteenth-century architect, might have designed it. As built, and as shown in early photographs, this is the impression this High Victorian building of brown brick must have imparted. Now but a shadow of its former self, it has been denuded of turrets, towers, trim, and chimney caps. Even the figure of Justice that once stood precariously above a pedimented dormer has been whisked away. Additions of different eras and differing architectural styles now crowd both flanks, depriving the structure even further of its original character and spirit.
