Baytown's city hall and community center were constructed in Foote Park, an undulating site on the west side of Goose Creek that is thickly wooded with tall, east Texas pine trees. Lammers, one of a number of architects who maintained practices in Baytown in the middle decades of the twentieth century, designed a series of rectilinear pavilions, framed with thin piers of painted brick and stucco-faced fascias and walled with recessed panels of brown glazed brick that play off the green of the environs and the rolling topography.
