In 1972 the second Saginaw County Courthouse, a towered red brick building erected in 1884–1885 to the plans of noted Saginaw architect Frederick W. Hollister (1847–1923), was demolished to make way for this county governmental complex. The Government Center is a strikingly simple bulky cube. Sheathed in white stucco panels, it is marked by a strict delineation of horizontal, louvered windows and narrow piers, wide spandrels between floors, and a wide cornice-line fascia that adds horizontality. The building seems to hover on a pedestal. The clock from the 1880s courthouse is positioned in a new tower in front of the building. A bridge connects the first story to a landscaped plaza. To the southwest is a matching jail.
