Conceived as the neighborhood commercial center for the Southwest Washington Redevelopment Area, the mall consists primarily of a U-shaped shopping center. A small indoor mall is located to the north, and beyond that, an open plaza. Flanking office towers, joined by a single-story bridge, house employees of the Environmental Protection Agency. In color and material, this complex echoes the 10th Street Mall / L'Enfant Plaza. Pink concrete panels envelop the complex and towers, while beige brick is used in the shopping center. Reflective glass in the office towers creates a forbidding appearance.
