
Designed by the architects responsible for the Dinwiddie County Government Center (DW2) and the Lawrenceville Municipal Building (BR5.1), this building is less like the rectilinear Dinwiddie plan and more like Lawrenceville's. Emporia's brick building rests on a projecting brick foundation wall that is a counterpoint to its tall, flat cornice. Angular projecting screen walls punctuate the facade setting up a pattern of light and shade, and contrast with the smooth curved wall marking the off-center entrance. A taller curved utilities core anchors the building on its north side, echoing the entrance, but at a grander scale. As part of the Art in Public Places Program, both regional and nationally known artists are exhibited here.
