The architect devised an L-shaped plan for the two-story building on a raised basement. At the juncture of the two wings, he placed a quarter-circular portico. This splayed plan works well, for this entrance portico faces the street corner at a 45-degree angle. Compared to this architect's work on the courthouse, he has in this case brought Beaux-Arts Classicism into the twentieth century. As often encountered throughout Iowa, a miniature Statue of Liberty greets visitors as they walk up to the building's main entrance.
