Although it was designed before the New Deal, this two-story stone-sheathed box seems to be of the PWA Moderne style. All of the elements of the building are kept close to the smooth stone surface; there is neither great depth nor any projections. The light-colored stone body of the building sits on a dark granite base. Two entrances with elaborated surrounds and accompanying light posts occur within the principal facade. The architect, Seth J. Temple (a graduate of Columbia University who had also attended the Ecole des Beaux-Arts in Paris), was following a course of abstracting the classical tradition, similar to that of the Philadelphia architect Paul Cret.
