One interesting neighborhood because of its accommodation to terrain is Captains' Hill The houses are mostly bungalows in a variety of forms, each clinging to the cliff in its own way. The inhabitants were associated with the fishing industry, through the docks below, and many of them were Norwegian. Carl Foss, a Norwegian carpenter, is credited with building many of the houses. Although most of the buildings have been altered and none is a perfect example of a bungalow, their variety is appealing. The Norwegian community built the First Lutheran Church at the foot of Water Street in 1930.
