This monumental addition to the Capitol’s executive tower was intended to balance and connect the three branches of state government: executive in the tower and legislative and judicial in the wings. The building’s four-story south elevation employs a stylized brise soleil, aspiring to contribute a late modernist expression to a monumental building. The result is a somewhat unresolved and uncomfortable balance with its counterpart, the legislative wing (BL1.1).
