The neighborhood of Starr Hill was one of the first residential areas to develop after the original townsite. In the first few decades of Juneau's development, the hard-rock mining companies provided housing for their workers, until local businessmen recognized it as an opportunity. In 1913 city leaders requested the Alaska Juneau Mining Company not to build such housing, preferring to leave it to the free market. The mining company complied, and much of the newly developing Starr Hill neighborhood, near the mines behind Juneau, was constructed as speculative, rental housing.
